This Prinny play mat was made for the Prinny Club, which is a physical store/club in Japan where people can go to play various card games. Considering that, I'm guessing this mat is meant to be used to play card games on. It's made like a giant mousepad, with black foamy stuff on its underside, and a fabric image on the top.

This mat was originally available from the Nippon Ichi booth at the Summer 2012 SubCul Festa in Japan, along with various other festivals in Japan around July-August 2012, including Akihabara Electric outside Festival, and Comiket 82. After the festivals, I'm assuming it would've been sold at the Prinny Club, but I can't confirm this.

The mat measures approx. 30 x 60cm (12" x 24")
