A netsuke is a type of toggle which is used in Japan while wearing garments (such as a kimono), which have no pockets. The idea is that if someone needs to carry an item around with them (like money for example), they would place the item(s) into a pouch. The pouch would have some sort of cord attached, which would then be attached to a netsuke, which would be used to secure the pouch to the person's belt.
Of course, these Mario netsuke could also be used as other things, such as phone straps or zipper pulls, etc.
